About the project

Sea Breeze is the largest development project in Baku, envisioned as the future second major urban center of Azerbaijan and a new core of the Baku metropolitan area.

The master plan is based on the creation of a self-sufficient urban environment supported by an integrated transport system, resilient infrastructure, and a network of high-quality public spaces. With a projected population of up to 500,000 residents, comparable to that of a major city, the development reflects the strategic scale of the territory’s transformation. Sea Breeze is emerging as a new destination for investment, tourism, and permanent living along the Caspian coast.

What We Delivered

The STEP City team is delivering both strategic and site-specific design solutions across individual components of the Sea Breeze development.

STEP City has developed the “Greater Sea Breeze” transport strategy, including proposals for parking infrastructure and its long-term organization.

For the Crescent Island, mobility solutions and transport servicing strategies have been proposed to support event-driven public spaces, including transport modelling for critical operational scenarios.

At the scale of the entire territory, the team has prepared functional zoning proposals and conceptual planning frameworks for the future city structure.

Functional Zoning Plan of Greater Sea Breeze

A spatial grid has been developed for a 1,600-hectare territory, accommodating residential, commercial, and leisure uses. The structure is based on transit-oriented development (TOD) principles, ensuring high accessibility between key destinations and the most densely populated districts.
