Strategy for the development of Tashkent's urban mobility system

About

Tashkent is a dynamically developing capital city, but despite many programmes and initiatives to develop transport and the urban environment, the city lacked a unified transport strategy. The lack of interconnection between existing urban planning documents creates difficulties for the formation of a holistic and sustainable vision of the city's development, which was a prerequisite for the development of an urban mobility system strategy.

What we did:

As part of the development of a comprehensive transport strategy for Tashkent, proposals were prepared for road transport infrastructure development, traffic management, pedestrian safety improvement and accident reduction on pilot sections of the street and road network. In addition, a pilot project of a top-level system for the Tashkent Situation Centre on the RITM³ platform was implemented.

  • We conducted a diagnosis of Tashkent's transport system and identified target parameters and strategic initiatives.

  • A prototype MaaS application has been developed to improve urban mobility.

  • Recommendations on types of concessions by urban mobility aspects have been prepared.

  • Transport schemes for the city's pilot corridors have been created.

  • An Intelligent Transport System (ITS) architecture with subsequent integration has been developed.


The integration platform incorporates data from traffic light facilities, detectors, incident management systems and uses a digital twin and multimodal transport model. This provides real-time information on public transport movements, traffic incidents and facility monitoring, enabling better urban mobility management and road safety.
